The purpose of this conference is to consider the issue of whether leadership in schools works to enhance or detract from democratic practices. With the Conservative Government now pushing ahead with the academisation programme, schools and their headteachers are seeking to position themselves in a range of ways to respond to this changing landscape and local authorities are reconsidering their roles in this new world as they lose power but still have considerable accountabilities. These developments raise important issues about who should be accountable to whom, within schools, between schools, and in relation to local communities and stakeholders. This conference will explore these issues, with particular focus on the role of democracy in the evolving system.

The British Educational Leadership, Management and Administration Society (BELMAS) is keen to engage academic and practitioners in working through the challenging agendas of the current educational and political landscape in order to provoke thinking that leads to more informed and critically reflective practice. To this end both academic and teacher voices are important aspects of this day conference. Keynote talks will be given by Professor Philip Woods of the University of Hertfordshire and John Schostak of Manchester Metropolitan University. These will then provide a context for a series of case studies of how schools are attempting to apply democratic principles to their work.
